Event Overview

In today’s volatile global trade environment, President Trump’s tariff policies and the negotiation strategies employed by various nations have become critical variables in the interplay of international economics and politics. Confronted with this “Trump shock,” economies worldwide must seek survival and breakthroughs amid uncertainty. In this context, South Korea’s response experience offers particularly valuable lessons. South Korea has long operated between the two major economic powers of China and the United States. Despite maintaining extremely high trade dependence, South Korea has managed to flexibly adjust its policies and maintain competitive advantages in the face of intense tariff negotiations and international economic security challenges.

This seminar is honored to invite Professor Heo, a distinguished Korean economist, as our keynote speaker. Professor Heo is concurrently serving as Chair of South Korea’s National Trade Policy Advisory Council (MOTIE) and Chair of the Advisory Committee on Economic Security and Foreign Affairs (MOFA), and is a key policy advisor in South Korea’s national trade policy and economic security sectors. He has led the World Trade Institute at Sogang University for numerous years, bringing profound research expertise and practical experience in international economic policy and regional cooperation. Professor Heo’s research has been widely featured in mainstream international media and academic platforms, covering core issues including economic security, free trade zone policy, Southeast Asian regional integration, and the effects of trade liberalization.

Through Professor Heo’s professional insights into national trade policy and economic security, participants will gain a deeper understanding of the strategic thinking behind Trump-era tariff policies. By drawing lessons from South Korea’s policy responses, attendees will be able to contemplate possible strategies and approaches for Taiwan and other nations within the future global trade landscape.

We are pleased to welcome our panelist, Chun Lee, an Associate Research Fellow at the Chung-Hua Institution for Economic Research (CIER). Associate Research Fellow Lee specializes in law and public policy, and previously served as Senior Deputy Executive Director of the WTO & RTA Center at the CIER. His research areas encompass the World Trade Organization (WTO), trade in services, non-tariff trade measures, cross-strait and regional economic integration, digital convergence policy, etc., in which he possesses extensive expertise. In January 2023, he was seconded to serve as deputy minister at the Ministry of Foreign Affairs and has recently returned to Taiwan after completing his assignment as Representative to the European Union and Belgium. We are particularly honored to have Associate Research Fellow Lee share his firsthand observations and insights.

This event represents a high-level discussion that integrates theory, policy, and practice, and offers an important opportunity to explore the evolving landscape of international trade and economics.
